Strange rules of municipal corporation Ludhiana
Sir, Many a
times I have got an opportunity to visit the august office of the
Municipal Corporation Ludhiana. I have never seen them dedicated to the
work and they use their discretion to harass the public and inculcate
the dharma of illegal practices. First of all they are hardly available
after lunch. No one knows their public dealing hours and neither these
are displayed anywhere. If they are officially allowed to be in field
after the lunch break, then there should not be any illegal construction
activity and encroachments in the city. All those broken roads, choked
sewers and garbage on the roads must be in the notice of MCL employees
who are in the field during the working hours. I happened to visit the
Zone D Office of Municipal Corporation Ludhiana, Once for depositing
House tax and second time for depositing Sewer and water charges. Since
it is well known that it is always risky to deposit cash with the MCL,
since the past performance shows they often keep the money with them and
do not deposit the cash on daily basis. Moreover its a worldwide
practice to do cashless transactions. If every transaction is routed
through bank, it gets accounted for. But all these times not only me,
but many people willing to deposit cheques were compelled to get " Good
for Payment" endorsement duly signed and stamped by Bank Managers on the
reverse of the cheque purported to be deposited with the MCL. Its not
obligatory for the banks to give this guarantee that every cheque
deposited is good for payment .Ludhiana is the financial capital of the
North and more than 10000 cheques worth crores of rupees are cleared
through banks daily. If every institution asks everyone to get this
endorsement signed by the bank, the very purpose of this instrument
(cheque) will get defeated. This practice generates harassment to the
public and precious time is wasted in running to banks and coming back
to MCL office .And by 1 PM they stop work. I do not know if they apply
the same rule to the cheques issued by themselves. I must remind here ,
I met a senior citizen, who wanted to deposit about Rs.50,000 in advance
against his future water and sewerage charges as he was going abroad for
a couple of years, he was bluntly told , there is no such provision. I
suggest the worthy Officers of MCL should devise some method so that the
citizens could deposit their dues without coming to MCL Office. The
Technology has advanced and these charges can be deposited online
through alternate channels like internet, ATM or Credit card. This will
minimize the chances of bungling and will also increase the revenue of
the MCL. The whole of world and the nation is progressing . Will the MCL
also rise and serve the citizens in a transparent and judicious way.
